While the Bitcoin market is advancing toward legitimacy in the financial world, that also means closer legal scrutiny -- and the Mt. Gox exchange is tightening its policies to match. As of today, the institution requires verification for every non-Bitcoin deposit or withdrawal. The move keeps Mt. Gox in line with "strict anti-money laundering rules," and it reduces the chances that security breaches will spark chaos. Verification won't be necessary for pure Bitcoin transactions, the exchange says. Some traders see the new rule spoiling dreams of a truly borderless currency, but it may help reassure those still skittish about virtual cash.

(AP) ? A Ugandan army general who sparked controversy over the presidential succession said Wednesday he's fighting the use of state institutions to keep the country's long-serving president in power.

Gen. David Sejusa ? who is in London? told The Associated Press Wednesday that the Ugandan military is a "prison" used by President Yoweri Museveni to sideline ambitious army officers from challenging him for power. Uganda's military laws bar serving officers and soldiers from participating in electoral politics.

Sejusa warned that "abusing the law and institutions just to keep the current leadership in power ... pretty soon will lead to ceaseless strife" in Uganda, which hasn't had a single peaceful transfer of power since independence from Britain in 1962.

Sejusa, 58, a four-star general who is a decorated hero of the bush war that brought Museveni to power in 1986, said he's one of many senior officers whose efforts to retire from the army have been thwarted by the president.

Sejusa last month wrote a letter to the internal security service urging an investigation into reports that high-ranking officials are at risk of assassination if they oppose the political rise of Museveni's son. Details of his letter were published by a local newspaper, the Daily Monitor, whose premises in the capital, Kampala, have since been occupied by police looking for evidence against the general.

Sejusa had travelled to London when details of his letter became public and he has since cancelled a scheduled trip back to Uganda. The general faces arrest when he returns to Uganda, and his lawyer said Sejusa has postponed the trip back home for at least three months. Police deployed heavily at Uganda's international airport on May 11, the day Sejusa was originally scheduled to return from London.

Joseph Luzige, Sejusa's attorney in Kampala, said Tuesday that his client has requested ?and been granted ?the protection of British police after reporting a threat to his life. British officials said they had no comment on Sejusa's case. Sejusa's new statement is expected to further estrange him from the Museveni administration that he helped to bring into power nearly three decades ago.

"This is the issue of refusing to retire officers from the army so that they are rendered captive forever, so that none can challenge the regime," the general said in the statement. "In essence, using (the army) as a prison so that anyone who threatens or is even rumored to have political ambitions is threatened with military law.

"I refuse to succumb to perpetual abuse," he said. "(The president) must set us free and set my suffering comrades free or we shall free ourselves. I speak for those gallant officers who are virtual prisoners in the army but can't say a word because they fear to be framed ... or worse. "

Sejusa cited the example of Kizza Besigye, a retired army colonel who went on to become Uganda's most prominent opposition leader. According to Sejusa, Museveni has been reluctant to see the exit from the army of senior army officers of questionable loyalty. Sejusa himself tried and failed to quit the army in 1996 after accusing its leadership of incompetence in battles against the fugitive warlord Joseph Kony.

The Ugandan military accuses Sejusa, who directs the country's domestic and foreign spy agencies, of spreading propaganda that encourages rifts within the army. Army spokesman Lt. Col. Paddy Ankunda said that "officially an investigation is on about Sejusa's conduct." The general is also accused of traveling out of the country without first getting the authorization of the army chief.

Sejusa's case has riveted many in this East African country that once was prone to violent takeovers of power but which has seen relative stability under Museveni. But the president, in power for 27 years, now faces growing pressure within and outside his party to retire when his current term expires in 2016. Some say Sejusa may be positioning himself to become the leader of those within the military who want to discourage Museveni from hanging onto power. Frank Tumwebaze, a government minister who speaks for Museveni, accused Sejusa of harboring presidential ambitions.

Sejusa said in his statement that it's "sickening" that "they think it's a crime" for an army officer to have political ambitions.

With Sejusa away, the newspaper that published his concerns has come under pressure to explain how it obtained a copy of the letter that has exposed a rift among the military elite over the growing influence in the army of Museveni's son. Museveni has never said he sees his son as his political heir. But the son, a senior army officer named Muhoozi Kainerugaba, has been rapidly promoted in recent years, leading many here to believe he is being groomed for high office. Kainerugaba is now a brigadier with full command of the country's special forces, an elite group within the military that protects the president and guards national assets such as oil fields.

More than two weeks after Sejusa's letter was leaked, Museveni announced changes in the military that saw the ouster of army chief Gen. Aronda Nyakairima and his deputy. Nyakairima, who had been cited in Sejusa's letter among those opposed to the rise of the first son, was given a civilian post as interior minister. His deputy, Lt. Gen. Ivan Koreta, was made an ambassador.

Ousted 'Voice' singer to Levine: 'Don't feel bad'

Not so long ago, Judith Hill and Sarah Simmons were both strong candidates to win season four of ?The Voice.? On Tuesday night, both were axed from the hit singing competition.

Their reactions were vastly different.

?I was a little shocked,? admitted Judith after the show, ?but I think it was also a good, good lesson.?

Her blind audition was so strong that "The Voice" used it to promote the season premiere back in March. Yet she acknowledged that her version of the will.i.am and Justin Bieber song ?#thatPower? failed to connect with the voting public, even as she defended her decision to take the track in a funk direction.

?I don't think anything went wrong musically. I think that it was really one of my more exciting performances,? she said. ?I think that if a song is a lot more familiar, has a lot more pop sensibilities, I think that America tends to draw more to that than something they're not used to.?

So what lesson did Judith learn from her ?Voice? elimination? ?I think that I've learned more about America,? she explained. ?I've learned more about just how they receive music, and how to really make sure everything is something they can relate to.?

Teammate Sarah was much less surprised when her name was called. ?I just felt surrendered,? she told TODAY.com. ?You can't complain at all with this. I have no negative thing to say about it. It was an adrenaline rush and it was a taste of my dream.?

In fact, Sarah found herself calming down their coach, Adam Levine.

?He was really upset,? she explained. ?He wanted to talk to us outside (after the show).?

That discussion revolved around selecting Gotye?s ?Somebody That I Used To Know? for what became Sarah?s final performance on the ?Voice? stage. ?For the live rounds, I've basically chosen all of my songs (in) collaboration with (Adam), but for this one, he chose it for me,? she continued. ?I know he was feeling really bad that I was going home.

?I told him 'Please don't feel bad, because I've never worked so hard in my life on a freaking song.' I told him it challenged me and it stretched me.?

She left the show with high praise for her Grammy-winning coach. ?He?s amazing,? she enthused. ?I know he wants to stay in contact, which is awesome. He's a really good person. I'm really grateful to know him.?

Even ?Voice? host Carson Daly admitted to being stunned by the exits of Judith and Sarah, but he also suggested there was something to be gleaned from the development. ?I was surprised. I was surprised at Judith probably more than Sarah, because she's been just such a frontrunner from our eyes,? he admitted.

?But once we go live and we turn the power of the show over to America, there's something liberating about that. If you?re shocked about (Tuesday night's) results, then maybe there's something about America and the way they think and feel that you don't know about.?

Reports: Woman who reported newborn in pipe is mom

BEIJING (AP) ? A 22-year-old woman who raised the initial alarm about a newborn trapped in a sewer pipe in China kept quiet about being his mother even as she watched the sensational two-hour rescue unfold, reports said Wednesday.

The woman, whose name was not revealed in state media reports, confessed to police a couple of days later when they asked her to undergo a medical checkup after searching her rented room and finding toys and blood-stained toilet paper, the state-run Zhejiang News website said.

Firefighters were called Saturday to the residential building in the Pujiang area of the eastern Zhejiang province city of Jinhua to rescue a baby trapped in the L-joint of a sewage pipe just below a squat toilet in one of the building's public restrooms.

Video of the rescue of Baby No. 59 ? so named because of his incubator number in the hospital ? was shown on Chinese news programs and websites starting late Monday and picked up worldwide, prompting both horror and an outpouring of charity on behalf of the newborn.

The single woman, a tenant in the building, told police she could not afford an abortion and secretly delivered the child Saturday afternoon in the toilet. She said the newborn slipped into the sewer line and that she alerted her landlord of the trapped baby after she could not pull the child out, Zhejiang News said.

In China, unwanted pregnancies have been on the rise because of lack of sex education and of an increasingly lax attitude toward sex. Young men and women often are engaged in unprotected sex, and abortions have become increasingly are common.

The baby, who weighed 2.8 kilograms (6 pounds, 2.8 ounces), had a low heart rate and some minor abrasions on his head and limbs, but was mostly unhurt, according to Zhejiang Online, the province's official news site. The placenta was still attached.

Police initially said they were treating the case of as possible attempted homicide, but it was not immediately clear whether the mother would face any criminal charges.

In the video, officials were shown removing the pipe from a ceiling that apparently was just below the restroom and then, at the hospital, using pliers and saws to gently pull apart the pipe, which was about 10 centimeters (about 3 inches) in diameter.

Zhejiang News said the mother was present throughout the entire rescue and expressed her concern for the child, thought that didn't initially rouse suspicion of the police.

News of the baby's ordeal was met with horror and pity by bloggers on Chinese sites. Most speculated that the child had been dumped by his parents down the toilet. The rescue prompted an outpouring from strangers who came to the hospital with diapers, baby clothes, powdered milk and offers to adopt him.

The landlord of the building told Zhejiang News earlier in the week that there were no signs that the birth took place in the restroom and she had not been aware of any recent pregnancies among her tenants.

The mother told police she cleaned up the scene in the toilet after the delivery and that she managed to hide her pregnancy by wearing loose clothes and tightly wrapping her abdomen, Zhejiang News said.

Investigation continues into death of Hope College student

The Ottawa County Sheriff?s Office continues its investigation into the death of Hope College student Riley Jeanne Gortsema, 18, who was struck by a bus Saturday morning.

Visitation is 5-9 tonight at the Matthysse-Kuiper-DeGraaf Funeral Home, 4145 Chicago Drive SW in Grandville.

A memorial service is 1 p.m. Wednesday? at the Hope College Dimnent Memorial Chapel, 277 College Ave., Holland, with the Rev. Paul Boersma officiating.

Gortsema, of Grandville, was a Calvin Christian High School graduate. While in high school, she played several sports. She was a sophomore at Hope College taking a May class and living on campus.

In 2011, Gortsema talked in a YouTube video about dealing with loss after her brother Travis committed suicide, according to WOOD-TV 8. The video, ?Teens and Loss, A Journey to Hope,? was produced by the Pediatric Oncology Resource Team and Helen DeVos Children's Hospital.

On Saturday, a private bus was southbound on U.S 31 near Chicago Drive in Holland Township about 1:46 in the morning when it struck Gortsema, who was walking in the travel lane, according to the sheriff?s office. She died at the scene.

The bus, driven by Travis John Terrell of Franklin, Tenn., was carrying members of the Christian pop-rock band Audio Adrenaline and was heading back to Nashville, Tenn., from a show at Michigan?s Adventure near Muskegon, according to MLive reports.

The band posted a request on its website, audioa.com:

?Our thoughts and prayers go out to the family of the young lady who was involved in an unfortunate incident after our concert last night. Please lift our driver up in your prayers as well.?

One of Gortsema?s friends posted his thanks to the band on the website.

?... thanks for the prayers, it means a lot to her friends from Calvin Christian. ... for God strengthens us in miraculous and strange ways!? he wrote.

?Prayers to all involved! Riley was a beautiful Christian girl, loved by all who knew her, especially the special need kiddos! A loss to us but a blessing for the time she was here,? wrote another.

She is survived by her parents Doug and Julie Gortsema; brother Chad Gortsema; sister Natasha Gortsema; grandparents; uncles, aunts and cousins.

Three new crew members are set to launch to the International Space Station (ISS).

The Soyuz carrying Fyodor Yurchikhin, Karen Nyberg and Luca Parmitano is expected to lift off from the Baikonur Cosmodrome in Kazakhstan at 02:31 local time on Wednesday (20:31 GMT Tuesday).

Georgian Yurchikhin and American Nyberg have both been into space before.

Italian Parmitano is a first-timer, and at 36 is the youngest person to be given a long-duration ISS assignment.

He is also the European Space Agency's (Esa) newest astronaut, having been selected for training just four years ago.

The former fighter pilot will stay on the station with Yurchikhin and Nyberg until November.

Their mission has the designation of Expedition 36. They will join three individuals already at the ISS - Russians Pavel Vinogradov and Alexander Misurkin, and American Chris Cassidy.

Tuesday's flight will be only the second accelerated rendezvous with the orbiting platform.

Traditionally, Soyuz capsules have taken two days to get to the 415km-high ISS.

In March, mission controllers experimented with a six-hour re-join. It is technically more difficulty and requires some very precise orbital adjustments, but it is deemed to be easier on the crew because it means they do not have to spend so long inside the cramped capsule.

Luca Parmitano said he was excited at the prospect of going into space.

He has a packed schedule ahead of him. He will see all of the vehicles now used to service the station come and go during his time in orbit, including possibly the new Cygnus freighter which is made in part in Turin.

He is also scheduled to make two spacewalks to work on the exterior of the platform. "I've dreamt of doing that. Being an astronaut is about walking in space. For me, they are one and the same thing," he told BBC News.

Thomas Reiter, the director of human spaceflight at Esa, added: "Luca really has the full spectrum of operational and scientific tasks, and we are eagerly awaiting his launch."

Born in the Sicilian town of Paterno, Parmitano expects to bring a strong Italian flavour to his stay in orbit - literally. Italian chefs have prepared a range of special astronaut foods for him, including lasagne and risotto.

These will be delivered to the ISS in the coming weeks on the European robotic freighter Albert Einstein.

French man dies of SARS-related respiratory virus

(AP) ? A French patient infected with a deadly new respiratory virus related to SARS died Tuesday of the disease, which has killed half the people known to be infected and alarmed global health officials.

The novel coronavirus is related to SARS, which killed some 800 people in a global epidemic in 2003. Dr. Margaret Chan, head of the World Health Organization, singled out the illness in a speech on Monday in Geneva.

"We understand too little about this virus when viewed against the magnitude of its potential threat," Chan said at the annual WHO meeting. "We do not know where the virus hides in nature. We do not know how people are getting infected. Until we answer these questions, we are empty-handed when it comes to prevention. These are alarm bells. And we must respond."

WHO said in an update earlier this month that 20 of the 40 confirmed cases of the disease have ended in death. Most of those infected since the virus was identified last year had traveled to Qatar, Saudi Arabia, Jordan or Pakistan. There also have been cases in Britain and Germany.

The ministry said the Frenchman, whose illness was identified May 8 after he returned from a visit to the United Arab Emirates, died Tuesday. His hospital roommate also tested positive for the illness.

Amanda Bynes has taken to Twitter to claim she was "sexually harassed" during her arrest Thursday night in New York.

"I was sexually harassed by one of the cops the night before last which is who then arrested me," she wrote. "He lied and said I threw a bong out the window when I opened the window for fresh air. Hilarious. He slapped my vagina. Sexual harassment. Big deal."

Bynes said she reported the officer, writing, "I then called the cops on him. He handcuffed me, which I resisted, quite unlike any of the reports stated. Then I was sent to a mental hospital. Offensive."

According to The Hollywood Reporter, a New York Police Department spokesperson says Bynes' claim is being investigated by its Internal Affairs Bureau.

Bynes was arrested Thursday night after police were called to her apartment building reportedly because she was smoking marijuana in the lobby. While they were in Bynes' apartment, she reportedly threw a bong out her 36th floor window. The bong was never recovered.

Bynes spent the night in jail and was released without bail being set Friday morning.

(AP) ? Serena Williams won her opening match at the French Open, and then achieved a career breakthrough by speaking French to the crowd for the first time.

"'I'm a beginner," Williams said ? referring to her French, not tennis.

Her play spoke volumes Sunday. Williams returned to the red clay that tripped her up in the first round a year ago, channeled any lingering frustration into her overpowering strokes and drubbed Anna Tatishvili 6-0, 6-1.

Also advancing on a chilly, gray first day of play were Sara Errani, the 2012 runner-up to Maria Sharapova, and 2008 champion Ana Ivanovic.

Williams lost her opening match at a Grand Slam tournament for the only time in her career a year ago, when she was beaten by France's Virginie Razzano. That was the most shocking in a succession of losses for Williams at Roland Garros, where she hasn't won the title since 2002 and hasn't reached the semifinals since 2003.

Determined to avoid another bad start, Williams won the first nine games, and 30 of the first 37 points. There was no letup from there, and she was still pumping her fist and shouting "Come on!" a game from the finish.

Williams won 56 of 78 points, including 28 of 33 on her serve, and hit eight aces. She maintained a stern expression throughout the match, and allowed herself only a brief smile when Tatishvili pushed a forehand wide on match point.

Williams, who keeps an apartment in Paris, was then interviewed on center court and spoke French with only a slight accent.

"I think I am French because I have a flat here," she said. "I love Paris."

She'll face tougher competition in the rounds to come ? Tatishvili fell to 2-11 this year and 0-3 at the French Open.

Play began with the temperature in the mid-50s (13 C), and an hour into the tournament, Errani was into the second round. The tenacious Italian beat Arantxa Rus 6-1, 6-2 in the opening match on Court Suzanne Lenglen.

Errani reached a Grand Slam final for the first time a year ago at Roland Garros.

"Last year was an unbelievable tournament, the best tournament of my life," Errani said. "But I don't want to think about that. I just want to come here and play another tournament. I try to concentrate on my tennis, not too much about last year."

Now ranked a career-best No. 5, Errani dominated Rus from the baseline and won four games at love. Rus double-faulted seven times and lost her 13th consecutive match on the WTA Tour.

Ivanovic, seeded 14th, beat Petra Martic 6-1, 3-6, 6-3. Ivanovic improved to 30-4 in the first round of Grand Slam tournaments.

In men's play, No. 14 Milos Raonic hit 16 aces, won 32 points at the net and defeated Xavier Malisse, 6-2, 6-1, 4-6, 6-4. Malisse, ranked 56th, fell to 0-5 this year on clay.

Former No. 1 Lleyton Hewitt, playing in his 13th French Open, lost a seesaw marathon against No. 15-seeded Gilles Simon, 3-6, 1-6, 6-4, 6-1, 7-5. Simon overcame a two-set deficit to win for the first time in his career despite blowing a 5-love lead in the final set.

No. 23 Kevin Anderson beat lucky loser Illya Marchenko 6-3, 7-5, 6-4.

Bayern beats Dortmund 2-1 in final on Robben goal

LONDON (AP) ? Arjen Robben found redemption at Wembley Stadium.

Robben scored a go-ahead goal in the 89th minute to give Bayern Munich a 2-1 victory over German rival Borussia Dortmund on Saturday night in the Champions League final, ending four years of frustration for his team in club soccer's biggest tournament.

"I don't know how many times I dreamed about it," Robben said. "Everybody I spoke to before the game, I said, 'Today is going to be the night and we're going to do it.' To do it in the end is an unbelievable feeling."

Bayern had lost two of the last three Champions League finals.

A year earlier, Robben failed to convert a penalty kick in overtime as Bayern lost the final in its own stadium against Chelsea in a shootout. This time, when he carried the European Cup toward the thousands of celebrating fans in red and white and raised it over his head, he received undivided adulation.

"There are so many emotions, especially after where we came from," Robben said. "Last year was such a disappointment."

In a game that featured a slew of chances for both teams, Mario Mandzukic put Bayern ahead in the 60th minute, and Ilkay Gundogan tied it with a penalty kick 8 minutes later after defender Dante fouled Marco Reus.

Robben had missed two great chances in the first half, reviving memories of last year and of the 2010 World Cup final, when the winger missed the Netherlands' best chance during the loss to Spain.

Even Bayern great Franz Beckenbauer, the club's honorary president, said during halftime on television that "evidently in the big games he just can't score."

But this time, he could.

Robben ran onto Franck Ribery's backheeled flick-on in the area and calmly slotted the ball past goalkeeper Roman Weidenfeller to give Bayern its first Champions League victory since 2001 and fifth overall. Bayern lost to Inter Milan in the 2010 final.

"That's three finals, and of course you don't want the stamp of a loser. You don't want that tag," Robben said. "It was a sense of 'finally.' It was unbelievable. I can't describe what's going through my mind."

Robben also set up the first goal for Bayern, taking a pass from Ribery and drawing Weidenfeller out before squaring for Mandzukic, who could hardly miss from a few yards.

But the lead didn't last long. Dante raised a foot into Reus's midsection, and Italian referee Nicola Rizzoli pointed to the penalty spot. Gundogan sent goalkeeper Manuel Neuer the wrong way before calmly slotting into the right side of the net.

Dortmund defender Neven Subotic became the first American to play in a Champions League final and made an outstanding sliding clearance on Thomas Mueller's wide shot to prevent a goal in the 72nd. The 24-year-old grew up in Salt Lake City and Bradenton, Fla., and played for the U.S. under-17 and under-20 teams before switching to the senior national team of Serbia, where he was born.

"It's hard to deal with the disappointment right now, especially if you concede the goal in the 89th minute," Dortmund defender Mats Hummels said. "In the end we had become a little tired, and Bayern took advantage."

Bayern, which won the Bundesliga by a record 25 points, improved to 3-0-2 against Dortmund this season. Bayern can complete a treble when it plays Stuttgart in the German Cup final next weekend.

Bayern coach Jupp Heynckes won his second Champions League trophy following a 1998 victory with Real Madrid. Bayern announced in January that he will be replaced after the season by former Barcelona coach Pep Guardiola.

"It is quite possible," Heynckes said through a translator, "that a new era might have begun under the aegis of Bayern Munich."

Guardiola's first chance at a trophy with Bayern will be the UEFA Super Cup in August against Europa League winner Chelsea ? likely to be managed then by outgoing Real Madrid coach Jose Mourinho.

"It's incredible what the team had achieved in the last few years. And today we were finally rewarded. We had to overcome a lot of setbacks," Bayern captain Philipp Lahm said. "There was so much pressure, it was enormous. After you lose two finals, if you lose again you don't know if you'll get another chance. The pressure was so great, I've never felt so much pressure before. The international titles were missing. We never won a big international title for this generation."

For Dortmund, it's another bitter runner-up finish to its main rival, having seen Bayern end its two-year hold on the Bundesliga title.

"We are very proud to have given them a good contest," Weidenfeller said. "But we didn't manage to win. We gave our best. We'll be back next season."

Iran fields 'massive' number of missile launchers

TEHRAN, Iran (AP) ? An Iranian semi-official news agency reports the country has fielded a "massive" number of new long-range missile launchers.

The Sunday report by Fars quotes Defense Minister Gen. Ahmad Vahidi as saying the new weapons enable Iranian forces to "crush the enemy" with the mass simultaneous fire of long-range surface-to-surface missiles.

The report did not specify the type of missile that would be fired, nor more details on the number of launchers deployed.

Some of Iran's surface-to-surface missiles are estimated to have ranges of over 2,000 kilometers (1,200 miles), capable of hitting its arch-foe Israel and the U.S. bases in the region.

Vahidi did not specify who was the "enemy" and said Iran would never start a war.

From time to time Iran announces military achievements that cannot be independently verified.

U.S. audit regulator reaches deal with China on document access

NEW YORK (Reuters) - U.S. regulators will get access to Chinese companies' audit documents under a deal announced on Friday, opening the way to probes of bungled audits after a two-year stand-off between China and the United States.

The nonbinding deal is only a partial victory for the United States, which has been blocked from investigating accounting scandals at dozens of Chinese companies listed on U.S. stock exchanges.

It applies only to enforcement cases against auditors, not against China-based companies suspected of accounting fraud. And it does not allow U.S. regulators to do on-the-ground inspections of auditors in China - a key part of efforts to combat fraud.

"This deal would allow investors to find out after the fact how they were defrauded but would do nothing to prevent the fraud in the first place," said U.S. Senator Charles E. Schumer.

If a more complete agreement cannot be quickly reached, the U.S. Securities and Exchange Commission should consider de-registering Chinese firms, he said.

The pact was the result of more than two years of negotiations between the Public Company Accounting Oversight Board, the U.S. regulator for audit firms, and its counterparts in China - the China Securities Regulatory Commission and the Ministry of Finance.

Effective on May 10, it calls for the PCAOB to cooperate with the CSRC and the Ministry of Finance on the exchange of documents.

Any nonpublic documents exchanged will be kept confidential, according to a memorandum of understanding between the agencies.

BILLIONS LOST

"We will be proceeding on a good faith basis that this is going to open up some access to work papers for us," said PCAOB Chairman James Doty. "It does not replace the duty of inspecting audit engagements regularly."

The signing of the memorandum "is a significant step in China-U.S. audit oversight" and paves the way for cross-border enforcement assistance between the two countries, the CSRC said in a statement.

Investors have lost billions of dollars on Chinese companies selling shares on U.S. exchanges in accounting scandals since 2010. Many of those companies have been booted from U.S. exchanges, but hundreds still have shares trading in the United States.

The deal will have no impact on a lawsuit filed by the U.S. SEC against five top audit firms in China over their refusal to turn over documents, said SEC Commissioner Luis Aguilar.

Under Friday's agreement, the PCAOB can share documents with the SEC, but only if they were obtained for a PCAOB enforcement action.

In December, the SEC charged the Chinese affiliates of accounting firms Deloitte , KPMG , PricewaterhouseCoopers , BDO and Ernst & Young with securities violations for refusing to produce documents.

The firms said that turning over the papers would put them in violation of China's state secrets law.

Even if the SEC is able to get documents through the PCAOB, it still faces hurdles in fraud investigations, attorneys said.

"For an enforcement case, the SEC would need to serve a complaint on the accused, which may be extremely difficult if a potential defendant is in China," said Jacob Frenkel, a former SEC lawyer and now a partner at Shulman Rogers.

CHINA RESISTS

The PCAOB has been negotiating with China for more than two years to get access to documents and permission to do joint inspections with the Chinese.

China resisted out of concern about exposing state secrets, triggering a high-stakes standoff and raising the risk that China-based auditors would be deregistered by the PCAOB.

That in turn could have triggered massive stock exchange delistings of China-based companies, which have to file audited financial statements to meet exchange requirements.

The deregistration of China-based auditors is not yet off the table, because they have to be inspected to have the right to audit U.S. companies, the PCAOB's Doty said.

Negotiations are continuing with China over joint inspections, Doty said.

Jason Flemmons, a senior managing director at FTI Consulting who once played a leading role at the SEC in cases against the China-based auditors, expressed skepticism about the deal.

"It could be that the Chinese are trying to change their ways and enter into this agreement in good faith," he said. But the SEC previously entered into similar agreements with China, and China has yet to turn over documents covered by those deals, he said.

Accounting firms welcomed the agreement.

"As PwC has always maintained, this has been an issue that could only be resolved between governments," PricewaterhouseCoopers said in a statement on Friday.

KPMG global Chairman Michael Andrew praised the progress made "through commonsense dialogue" among the regulators.

Edward Nusbaum, chief executive of global audit firm Grant Thornton International, said many of his firm's Chinese clients would like to do initial public offerings in the United States, and this deal might make that easier.

"It's the first time we're seeing some major movement and agreement between two regulators for such important economies," Nusbaum said.

(AP) ? Delta's formula for winning over New York travelers is simple: floor-to-ceiling windows, abundant power outlets and a burger joint with a cult-like following.

The airline opened a sprawling $1.4 billion terminal at Kennedy Airport Friday, a facility more suitable to the high-paying passengers it is trying to attract.

The 346,000-square-foot concourse offers upscale food and shopping options, increased seating and sweeping views of the airport.

It replaces a terminal built by Pan Am in 1960 that was once cutting-edge but had deteriorated, becoming an embarrassing way to welcome millions of visitors to the United States.

Delta Air Lines CEO Richard Anderson said his customers "and the residents of New York now have the international hub facility that they expect and deserve."

Kennedy Airport is still the primary gateway to the U.S. It welcomed 13.1 million inbound international passengers last year, more than any other American airport, according to U.S. Customs and Border Protection. Miami International Airport was next at 9.8 million, followed by Los Angeles International Airport at 8.3 million.

Delta carries about 2.1 million of those arriving international passengers at JFK, more than any other airline, according to the airport's operator, the Port Authority of New York and New Jersey.

The facility doesn't compare to the over-the-top cathedrals to air travel that some cities in Asia and the Middle East have built in the last decade. But travelers will appreciate both the big and small touches. The concourse houses local restaurant favorites like Blue Smoke and Shake Shack, a New York-based burger chain. Meanwhile, 75 percent of seats at the gates have access to electric outlets.

The most unique part is a 2,000-square-foot rooftop deck that offers a close-up view of the runways and airplanes. But it is part of a new Delta Sky Club ? the largest in the Atlanta-based airline's system ? accessible only to members or passengers flying in transcontinental or international business class.

Like at any modern airport, fliers should be prepared for a long walk ? it can take up to 15 minutes to reach the furthest gate.

"I did need a plane ride to get from the entrance to here today," joked U.S. Rep. Joe Crowley, D-N.Y.

The expansion added nine new gates at the terminal. Construction is expected to soon begin on 11 additional gates for Delta's smaller regional jets.

The airline hopes by 2015 to move all of its operations to Terminal 4. Until then, Delta will use a fleet of ten buses to shuttle passengers between Terminal 4 and its other operation in Terminal 2. Delta's lease in that terminal ends in 2020.

New York is one of the few big cities in the U.S. not dominated by one airline. Carriers fight viciously to win the business of bankers, lawyers and consultants based in the city whose companies pay top dollar for last-minute flights.

United Airlines, which primarily flies out of Newark Liberty International Airport ? across the Hudson River in New Jersey ? is the region's largest carrier, flying 27.4 million passengers in the 12 months ending in March.

Delta is now a close second, with 23 million passengers annually in New York. JetBlue follows with 14.6 million and then comes American Airlines with 13.9 million.

"Not only is New York the largest single U.S. air travel market, but and is also the largest premium business airline market in the country," said Henry Harteveldt, a travel industry analyst with Hudson Crossing. "Airlines that serve New York must bring their 'A game' to everything they do, including the airport experience."

Delta's strategy in New York is to capture business travelers with more pleasant experience ? better planes, friendlier staff and more non-stop flights.

Having those passengers arrive and depart from a rundown terminal didn't fit with that image.

Demolition crews had already started work Friday on Delta's old Terminal 3. It was originally called Pan Am's Worldport, a futuristic concrete structure with a roof resembling a flying saucer. The building helped usher in the modern jet age with Pan Am's fleet of Boeing 707 Clippers departing there for all parts of the world.

When The Beatles first arrived in the U.S. in February 1964, they came through Worldport. And when the first 747 to carry passengers departed for London in 1970, it left from the iconic terminal.

But in the decades since, the terminal fell into disarray. Pam Am struggled financially and never updated the facility. Delta ended up with the terminal when it purchased many of its Pan Am's remaining assets out of bankruptcy in the early 1990s.

But the building wasn't designed for connecting passengers from one flight to another let alone post-9/11 security. Asbestos abatement made any renovations costly.

Last year, travel guide Frommer's named it the worst airport terminal in America "and probably in the Western world."

"There's a sense that the cleaning crew gave up in despair a while ago," Frommers wrote.

In its final months, the terminal was known for its leaking roof. Ugly white tarps were hung from the ceiling by steel cables. At the center of each tarp a clear garden hose drained water away as passengers below stood in line, waiting to check their luggage. Some days it seemed like only the pigeons ? and there were plenty of them ? enjoyed flying from the terminal.

The new terminal is up against some impressive competition.

American already has a sleek, airy, $1.3 billion terminal at JFK. JetBlue's $800 million terminal opened in 2008 with boutique restaurants that had passengers almost wishing for a flight delay.

United isn't sitting by quietly either. The airline announced Friday morning that it was "the only U.S. carrier" offering fully flat beds on all long-haul international flights from the New York area.

Delta has already improved its LaGuardia terminal, spending $160 million on renovations. It also brought in OTG Management to set up upscale dinning including a French brasserie, a custom hamburger outlet and a restaurant featuring fancy thin-crust pizzas. Fliers can even order food from iPads and have it delivered to them at their gate.

The airline is also spending heavily to show off its brand throughout the city. It is the official airline of the Yankees, Mets, Knicks and Rangers and has large sponsorship deals with Radio City Music Hall and Madison Square Garden.

First successful treatment of pediatric cerebral palsy with autologous cord blood: Awoken from a persistent vegetative state

May 23, 2013 ? Bochum's medics have succeeded in treating cerebral palsy with autologous cord blood. Following a cardiac arrest with severe brain damage, a 2.5 year old boy had been in a persistent vegetative state -- with minimal chances of survival. Just two months after treatment with the cord blood containing stem cells, the symptoms improved significantly; over the following months, the child learned to speak simple sentences and to move.

"Our findings, along with those from a Korean study, dispel the long-held doubts about the effectiveness of the new therapy," says Dr. Arne Jensen of the Campus Clinic Gynaecology. Together with his colleague Prof. Dr. Eckard Hamelmann of the Department of Paediatrics at the Catholic Hospital Bochum (University Clinic of the RUB), he reports in the journal Case Reports in Transplantation.

The parents searched the literature for treatment options

At the end of November 2008, the child suffered from cardiac arrest with severe brain damage and was subsequently in a persistent vegetative state with his body paralysed. Up to now, there has been no treatment for the cause of what is known as infantile cerebral palsy. "In their desperate situation, the parents searched the literature for alternative therapies," Arne Jensen explains. Survey shows China manufacturing contracting

BEIJING (AP) ? A survey shows China's manufacturing contracted this month, adding to signs a fragile recovery in the world's No. 2 economy is slowing.

HSBC Corp. said Thursday the preliminary version of its monthly purchasing managers index fell to a seven-month low of 49.6 from April's 50.4 on a 100-point scale. Numbers below 50 show a contraction.

"The cooling manufacturing activities in May reflected slower domestic demand and ongoing external headwinds," said HSBC economist Hongbin Qu in a statement.

That showed a possible "downside risk to China's fragile growth recovery" while signs of weakness in the labor market "call for more policy support" from the government, Qu said.

China's economic growth slowed unexpectedly in the first quarter to 7.7 percent and forecasters have cut their growth outlook for the year.

The latest HSBC survey "pretty much dashed hopes" for an economic rebound this quarter, said Societe Generale economist Wei Yao in a report.

China's top economic official, Premier Li Keqiang, said last week there was little room for additional government stimulus to boost growth. He said improvement would have to come from economic reforms. Chinese leaders have promised changes but have yet to announce details and economists say any reforms will take time to show results.

HSBC's preliminary PMI is based on responses from 80 to 90 percent of the 420 manufacturing companies it surveys each month. The full survey is due out June 1.

May factory output increased but at a slower rate, while new orders and new export orders decreased, HSBC said.

Some analysts have suggested economic activity is weaker than reported by Beijing because export data might be distorted due to companies reporting inflated prices in an effort to evade capital controls and bring money into China.

Also Thursday, Capital Economics said its own activity indicator showed economic growth weakened in April after a brief upturn in March.

Growth in trade through Chinese ports is stable but railway freight has slowed and construction activity appears to be weakening, said economists Mark Williams and Qinwei Wang in a report.

"The weakness was broad-based," the report wrote. "Our figures suggest that the economy is growing one to two percentage points slower than the official GDP data show."
