Employee arrested for taking $500,000 from Chester church
CHESTERFIELD, VA (WWBT)- A Hopewell woman is behind bars after police say she stole $500,000 from a church she worked for. Chesterfield police arrested 39-year-old Jerri Hunter, accusing her of embezzling money over a period of several years.
Harold Crowder, spokesman with Chester United Methodist Church, first thought the lack of funds may have been due to a weak economy, but it quickly grew into something more. Crowder says the church is trying to seek justice -?but with compassion.?
"One of the things, being a community in faith, we are in prayer for all of those whose lives have been disrupted by these events," said Crowder.
It's a chain of events Crowder has never seen in his 30-some years at Chester United Methodist - $500,000 stolen from an organization that thrives off its giving and faithful spirit, as any church would.
State Police arrested and charged Jerri Hunter Monday on 11 counts of felony embezzlement.? Chesterfield Police Lieutenant Steve Grohowski says more charges are pending.??
"The accountants have gone back a few years, but they're going to have to go all the way back to 2008 to really determine what the total amount is," said Grohowski.?
According to the church's spokesman, Hunter worked as the Financial Administrator since May of 2007. She was let go this May.?
It wasn't until after her termination, staff and volunteers grew suspicious of her money-handling.?Crowder says Hunter performed a number of roles including managing checking and credit card accounts and electronic transfers.??
That half-a-million dollar shortfall could have funded much-needed renovations and missions work locally and globally according to Crowder.
"All of those things were impacted by the reduction of funds that we had to work with," Crowder noted.??
Now the church is working with police and specialized accountants to go back through all the records to figure exactly how much is still missing.???
Crowder says Hunter was not a member of the church.? Staff cannot confirm if they performed a background check before she was hired.?Hunter is being held at Riverside Regional Jail without bond. She's due in court Monday.???

New data leads to restated annual sales rates for U.S. auto sector
DETROIT (Reuters) - The U.S. auto industry's weaker-than-expected overall sales results for July disappeared on Friday after the federal government released updated data used to compute the annual sales rate each month.
The U.S. Bureau of Economic Analysis (BEA) on Friday released the recalculated seasonal factors used to compute the monthly sales pace, resulting in a rate for July of 15.8 million vehicles, according to research firm Autodata. That matched analysts' expectations, rather than falling short - as it looked on Thursday when the rate was 15.67 before the recalculation.
Analysts, who had warned the BEA recalculation could shift results by several tenths of a point, had said the July sales to individual consumers, also known as retail sales, remains strong.
The recalculation, which is done annually to adjust for variations like weather and holidays, affected all figures, resulting in changes for every month.
For instance, April had been the only month this year to fall below an annual sales rate of 15 million when it initially came in at 14.92 million. The rate for April now stands at 15.19, now making October 2012 the last month to fall below 15 million.
Industry executives have said they expect sales for the U.S. auto industry to finish the year between 15 million and 15.5 million vehicles, which would be up from 14.5 million last year.
July's updated sales rate follows June's recalculated 15.88 million rate. That gives the U.S. industry two consecutive months with a strong pace of sales as it heads toward the fall, when automakers typically release new models that lure buyers into showrooms.

Dell committee and buyout group close to deal: sources

ROUND ROCK, TEXAS / SAN FRANCISCO (Reuters) - Dell Inc's special committee and a group led by founder and Chief Executive Michael Dell are nearing a deal that dramatically increases the chances of his $24.6 billion buyout going through, two people familiar with the matter said on Friday.
The agreement, in exchange for a modification of rules for voting on the deal, would include a special dividend of 13 cents per share along with an offer increased by 10 cents per share to $13.75 per share and is expected to be announced shortly, the people said.
Dell shares were up about 5 percent at $13.60 before the opening bell.
The buyout vote, held under a new standard, would likely take place in early September, while the record date, which determines which shareholders are entitled to vote, would be reset from June 3 to sometime in August, one of the people said.
The new deal and delay in the voting date boost the buyout consortium in several ways.
Abstentions under the previous voting system counted as "no" votes, and with an estimated quarter of eligible shares not having been voted either way, that was a substantial hurdle to overcome. Under the new deal, shares that are not voted would be excluded from the tally.
A change in the record date by more than two months is also seen as enfranchising so-called arbitrage investors - hedge funds that bought Dell stock more recently to earn a few cents per share and would likely support the buyout.
Under the deal, Dell shareholders would also be entitled to three regular quarterly dividends of 8 cents per share totaling 24 cents, since the first deal with Michael Dell and Silver Lake was announced on February 5.
Dell shareholders are scheduled to convene for a third time in Round Rock, Texas, on Friday to vote on Michael Dell's original $13.65 per share buyout proposal, but this meeting will now be adjourned. The vote has already been delayed two more times, on July 18 and July 24.
Dell's founder and private equity firm Silver Lake want to take the company private, arguing that a painful restructuring can best be best performed away from stock market scrutiny.
But the battle over that deal has raged for months, adding further uncertainty about a company already shrinking along with a rapidly declining PC market.
The CEO, his advisers and proxy solicitors have gone back and forth with shareholders whose votes are needed to secure the deal. They've had some success, managing to get prominent investors such as BlackRock Inc and Vanguard onboard.
The Michael Dell-Silver Lake group said last week it would raise the offer to $13.75 per share if the voting rule was changed but the special committee rejected that offer earlier this week. The special dividend has now clinched a compromise.
Activist investor Carl Icahn, who views Michael Dell's offer of $13.65 as too low, has amassed an 8.7 percent stake in the company and is leading an opposing charge with Southeastern Asset Management Inc with an offer of their own.
Icahn has campaigned hard to get Dell to set a date for an annual shareholder meeting so he can put up his own slate of company directors.
On Thursday, he fired his latest broadside, suing Dell Inc and its board to block substantial changes to the CEO's buyout offer that would include changing the voting and record dates.
The company, created by Michael Dell in his dorm room in 1984 and which rapidly grew into a global market leader, is now a shadow of its former self.
Some investors, led by Icahn and Southeastern Asset Management, are convinced Dell still has time to transform itself as a public company into a dominant provider of business computing services.
Icahn has accused the company of resorting to "scare tactics" by disclosing bad news and dismal forecasts. Dell reported a 79 percent drop in profit for the latest quarter.

Report: Apple Testing Larger iPhone, iPad Screen Sizes
Apple is reportedly conducting in-house testing of larger iPhone and iPad screens, according to the Wall Street Journal.
Citing officials at Apple's Asian suppliers, the newspaper said that Cupertino has been requesting prototype smartphone screens larger than 4 inches, as well as screen designs for a tablet measuring slightly less than 13 inches diagonally.
It is unclear whether the designs will make it to public consumption; Apple routinely tests different concepts before refining them for development, the Journal said.
Apple did not immediately respond to PCMag's request for comment.
The current lineup of iDevices got a size makeover last year, when Apple released the 4-inch iPhone 55 and smaller iPad mini, which stands at 7.9 inches.
Recently, Taiwan's Commercial Times reported that the next-gen iPhone would be delayed in order to boost the screen size to a 4.3-inch Retina display. Sources claimed Cupertino was originally planning to release the iPhone 5S in September or October ? the usual timeframe for new Apple devices in recent years ? but the phone may launch closer to the end of the year.
Most rumors, however, suggest that the next iteration of the iPhone will retain that 4-inch frame, while reports about the iPad have primarily focused on whether or not the mini will get a Retina display.
Apple has not officially released any details about upcoming smartphones or tablets. CEO Tim Cook recently acknowledged that some people are hankering for larger screens, but said that many of the "phablets" on the market sacrifice resolution, color quality, and other features for their massive displays.
"We would not ship a larger display iPhone while these trade-offs exist," Cook said. "My view continues to be that the iPhone 5 has the absolute best display in the industry."
Still, Cupertino is competing against the larger Samsung Galaxy S lineup, as well as phablets from Sony and Huawei.
Other firms have experimented with 13-inch tablets, including the 13.3-inch Toshiba Excite. But PCMag found that size to be unwieldy. There have also been some hybrid tablet/laptops with 13-inch screens, like the Lenovo IdeaPad Yoga 13, but PCMag also found that to be "too large and heavy for comfort as a tablet."

With the regular season set to resume today, Matt Garza is the hottest name on the trade market so far, and the Chicago Cubs are looking for a king?s ransom before they send him off. The 29-year-old hurler has been connected to the Texas Rangers, Boston Red Sox, and the Arizona Diamondbacks since last week. A contract extension between the Cubs and Garza went south, which prompted to the club make him available before the trade deadline.
ESPN?s Buster Olney tweeted earlier today that the Cubs are reaching out to teams for their ?last and best offers? and that he likely threw his final pitch as a Cub last week.
Meanwhile, according to T.R. Sullivan of MLB.com, the Cubs might prefer pitching prospects in return, and especially covet the Rangers? Martin Perez?(3rd). However, the Rangers look to keep Perez and might instead make C.J. Edwards (14th*) and Luke Jackson (6th*) available, as well as third baseman/first baseman?Mike Olt, according to Buster Olney. The latter of which was ranked within Baseball America?s Preseason Top 50 prospects this season.
It?s clear the Rangers are the front runners in the Garza sweepstakes. They have the prospects and just enough desperation (Yu Darvish,?Alexi Ogando, Matt Harrison, Colby Lewis, and Neftali Feliz?all on the DL) to make a serious run for his services. He won?t come cheap and the Rangers will likely be on the hook for around $5 million remaining on his deal. But, Texas has the personnel to make it far into the postseason this year, and adding Garza ? even as a rental ? would make them more formidable come playoff time.
Garza currently holds a 6-1 record in 11 starts. In 71 innings, he has pitched to a 3.17 ERA (3.87 FIP) and has held opponents to a .227 batting average.

[iPad] What are the correct steps to upgrade jailbroken ipad 3 from 5.1.1 to 6.1.2?
Hello guys,
I did jailbreak my iPad 3 (32Gb, 3G) more than a year ago and now I feel a need to upgrade jailbreak to the newest one (6.1.2). I spent couple hours looking for information on different forums, but was unlucky.
To start with upgrade, I downloaded the latest Evasion 1.5.3 version. However I am stuck with instructions, where is written: "Step One: Ensure your iPad is on iOS 6.0 to iOS 6.1.2 then perform a backup of your iPad using these instructions." (Source: iClarified.com) Does it mean I have to upgrade my iPad to ver 6.0 first and only then upgrade to 6.1.2? Or I misunderstand something?
Could you explain me step by step how should I do it? Does this also apply if I want to upgrade my iPhone 4 from 5.1.1 to 6.1.2 or there are different steps?
Additional question: I am a bit concerned about my iPad, I wanted to get ready for the new jailbreak, I backed up my iPad, went to settings and tapped "delete all settings and data", wanting to increase speed of the jailbreaking process. But now my iPad is "thinking (black screen and small circle spinning)" for 2 hours non stop. Is it normal?

Okay, okay. I know. I KNOW, OKAY! So I?ve missed a few (*cough ten*) days. Funnily enough my absence can be linked in with today?s theme ? how?s that for smooth? 
So today?s prompt for Day 7 is: Tell us all about your pets, past and/or present.
Well, when I was a kid my parents were really not keen on having pets at all. I had a wee hamster called Fudge and my sister had a rabbit called Thumper but until my parents split up, that was it! Of course both parents then went and got dogs which I thought was pretty unfair.
I moved out of the family home when I was 16 and as soon as I had my own place, the first thing I did was adopt some cats. My Nana and my Mum were terrified of cats so that was never an option when I lived at home. Right now we have four cats and two kittens:

Food poisoning kills at least 22 children in India, insecticide suspected
PATNA, India (Reuters) - At least 22 children died and dozens were taken to hospital with apparent food poisoning after eating a meal provided for free at their school in the Indian state of Bihar, officials said on Wednesday, sparking violent protests.
Medical teams treating the children said they suspected the food had been contaminated with insecticide.
The children, aged four to 12, fell ill on Tuesday after consuming a lunch of rice, soybean and pulses in the eastern state. The school, in the district of Chapra, provided free meals under the Mid-Day Meal Scheme, the world's largest school feeding program involving 120 million children.
"We feel that some kind of insecticide was either accidentally or intentionally mixed in the food, but that will be clear through investigations," said R.K. Singh, medical superintendent at the children's hospital in the state capital, Putna.
"We prepared antidotes and treated the children for organic phosphorous poisoning."
Dozens of residents took to the streets in Chapra and Patna, television channels showed. Demonstrators pelted a police station with stones, set ablaze buses and other vehicles, chanted slogans denouncing the state government and burned effigies of Bihar Chief Minister Nitish Kumar.
The school principal fled after the deaths became known and was dismissed, Bihar Education Minister P.K. Shahi told a news conference. The initial death toll of eight shot up to 22 on Wednesday.
"As soon as my boy returned from school, we rushed to the hospital with him," said Raja Yadav, the father of one schoolboy. "He was vomiting and he said his stomach was aching."
Nearly 25 children were being treated in the hospital, with three in critical condition, doctors and Shahi said.
Kumar has ordered an inquiry into the incident and has offered 200,000 rupees ($3,400) to the families of those who have died, the state's food minister said.
Bihar, bordering Nepal, is one of the most impoverished states in India, according to government data.

Jay-Z tops British album chart for first time
LONDON (Reuters) - Rapper Jay-Z has reached the top of the British album charts for the first time with his new release "Magna Carta...Holy Grail", sales figures showed on Sunday.
The hip hop artist knocked the English folk rock band Mumford & Sons off the number one spot, according to the Official Charts Company, which compiles the weekly rundown.
Jay-Z's new album features guest appearances by his wife Beyonce and singer Justin Timberlake. Seven of his previous albums have entered the British top 40, but none had reached the number one position, the compiler said.
He saw off a challenge from Scottish veteran Rod Stewart, whose album "Time" climbed three places to number two.
The English folk rock band Passenger took third place with "All the Little Lights".
On the singles chart, American R&B singer Robin Thicke's "Blurred Lines" took the number one spot, displacing British soul singer John Newman's "Love Me Again".
Swedish DJ Sebastian Ingrosso was the highest new entry, at number three, with the dance hit "Reload".

Angry Birds Star Wars 2 launching September 19th with Skylanders-esque toy tie-in
In a wholly unsurprising move, Finnish game dev studio Rovio Entertainment is creating yet another entry in its prolific Angry Birds series -- Angry Birds Star Wars 2. As its name implies, ABSW2 is the sequel to the first Star Wars-themed Angry Birds entry, which launched on various mobile devices last November. Its sequel will arrive on September 19th, and apparently features "over 30 playable characters." There aren't set launch platforms just yet, but we're guessing "iOS and Android devices" is a pretty safe bet; Windows Phone 8 as well, perhaps.
What is surprising is that the newest Angry Birds entry has a physical twist that we've yet to see from the brand: something called "telepods." The Hasbro-created toy is a physical representation of an in-game character, and Rovio Entertainment's VP of marketing Philip Hickey tells us it works by using a mobile phone or tablet's built-in camera to read the toy and implement it in-game -- an interesting choice in a world where Activision's NFC-based Skylanders rules the toy-based game landscape. As such, the toys likely won't function on game consoles, making it likely that any non-mobile version of the game will require some custom work to adapt. Climate change: Disequilibrium will become the norm in the plant communities of the future
July 1, 2013 ? The forest we are used to looking at is not at all in equilibrium. Since the Ice Age, a number of plants have been 'missing' in Northern Europe, i.e. species that have not yet arrived. The same applies in many other parts of the world. Similarly, there is evidence that -- even today -- it often takes a very long time before plants follow when glaciers retreat, or the climate changes. In future, such disequilibrium will become the norm in the plant communities on Earth.
This has been demonstrated by a new synthesis carried out by two researchers at Aarhus University -- Professor of Biology Jens-Christian Svenning and Assistant Professor Brody Sandel.
Professor Svenning explains: "In the climate debate, even researchers have had a tendency to overlook the fact that ecological dynamics can be slow. However, our forests take an extremely long time to adapt. For example, we still have a small amount of small-leaved lime in Denmark, which has held on since the warm period during the Bronze Age, i.e. about 3000 years. Perhaps it will now get another chance to spread when the summers once more get warmer. However, such expansion would take a long time, as lime is not a particularly fast-growing tree or particularly good at dispersing, even under optimum conditions. The climate will change considerably in the course of a single tree generation so we should not assume that the forest we're looking at in a given place is suitable for the climate. Future climate will constantly shift, which will increasingly result in these strange situations of disequilibrium."
Even fast spreaders such as some invasive exotic plants remain in disequilibrium for decades or centuries. Shown here is a Norway maple, a highly invasive tree species in North America that may nevertheless still take many decades to spread across even small landscapes.
The challenges we face
"Consequently, if you're trying to practise natural forest management with natural regeneration, you may see completely different plants regenerating compared with what you had before, because the climate has shifted to become suitable for another set of species. This also makes it challenging to adhere to a management plan granting preservation status to a particular type of nature at a certain site. At such a site, the existence of a large number of fully grown specimens of an endangered species is no guarantee that there will be a next generation.
This would be challenging for everyone -- for the managers, for the people who use the countryside in one way or another, and also for the researchers who are used to working with ecosystems that are much more balanced. Plant life and ecosystems will become much more dynamic and often out of sync with the climate.
We're causing so many changes to the climate, but at the same time nature is SO slow. Just think of a tree generation. Our entire culture is based on something that was, if not in complete equilibrium, then at least relatively predictable. We're used to a situation where flora, fauna and climate are reasonably well matched. In future, this equilibrium will shift on an ongoing basis, and there will be plenty of mismatches. That's what we'll have to work with."
Professor Svenning also calls for caution: "With nature in such a state of disequilibrium, human introduction of new species will play a key role. Take cherry laurel, for example, which we see in many gardens in Denmark. It's ready to spread throughout the Danish countryside. If it were to migrate unaided from its nearest native site in South-East Europe to Denmark, it would take thousands of years. Horticulturists now help it along. This will help the species survive, but can also cause northern species in Denmark to become extinct more rapidly. The cherry laurel is an evergreen, and if it disperses on the forest floor, it may create too much shade for the existing flora on the forest floor to survive. At the same time, the disequilibrium presents the advantage that such dispersal will take decades despite the contribution of horticulturists," Professor Svenning concludes.

Nearly 300 Afghan security forces killed in month
KABUL, Afghanistan (AP) ? Insurgents killed nearly 300 Afghan police and soldiers in the span of a month, the Interior Ministry said Monday, as casualties continue to mount among local forces now that NATO-led coalition troops have handed over responsibility for combat operations.
Interior Ministry spokesman Sediq Sediqqi told reporters at a regular news conference that 299 police officers and soldiers had been killed between May 10 to June 13, and another 618 were wounded.
In the same time span, Sediqqi said 753 militants had been killed and more than 300 arrested; 180 civilians were also killed.
Sediqqi did not provide any comparison figures from previous months, but according to an Associated Press count, the violence this year is similar to matches its worst levels in nearly 12 years of war.
As Afghan forces have become more involved in security operations they have seen a sharp rise in deaths, while casualties among the U.S.-led military coalition have fallen as the international forces pull back to let the Afghans take the lead. The NATO coalition in June formally handed over all security operations across the country to Afghan forces.
According to an AP count, 807 Afghan security force members ? including soldiers and police ? and 365 civilians have been killed so far this year through the end of May. A total of 63 coalition troops were also killed in that span.
Last year through the end of May, Afghan security forces lost 365 soldiers and police and 338 civilians were killed. Coalition forces lost 177 troops during that time.
Sediqqi said the biggest danger facing the security forces were roadside bombs.
"That's where we have lots of fatalities," he said.
Even as he spoke, a regional police commander and three of his men were killed when their vehicle was hit with a roadside bomb in the country's north.
Baghlan provincial police spokesman Jaweed Basharat said district commander Habinul Rahman was killed when the bomb exploded next to his vehicle while on patrol at about 11 a.m.
In the western province of Badghis, 12 Taliban militants were killed in two days of fighting at three border security posts, provincial governor's spokesman Mirwas Mirzakwal said. Three policemen were wounded, but none were killed, he said.

A big Medicaid gap looms in Obama health care law
WASHINGTON (AP) ? Nearly 2 in 3 uninsured low-income people who would qualify for subsidized coverage under President Barack Obama's health care law may be out of luck next year because their states have not expanded Medicaid.
An Associated Press analysis of figures from the Urban Institute finds a big coverage gap developing, with 9.7 million out of 15 million potentially eligible adults living in states that are refusing the expansion or are still undecided with time running short.
That a majority of the neediest people who could be helped by the law may instead remain uninsured is a predicament unforeseen by Obama and congressional Democrats who designed a sweeping extension of the social safety net. The law's historic promise of health insurance for nearly all U.S. residents would not be fulfilled as envisioned.
It's the direct consequence of last summer's Supreme Court decision that gave states the right to opt out of the Medicaid expansion, combined with unyielding resistance to the law from many Republican state lawmakers.
Expanding Medicaid is essential to Obama's two-part strategy for covering the uninsured.
Starting next year, middle-class people without job-based coverage will be able to get tax credits to help them buy private insurance. But the law calls for low-income people to enroll in Medicaid, expanded to accommodate a largely excluded group: adults with no children at home. Expanded Medicaid would cover about half the 25 million to 30 million people who could be helped by the law.
Twenty-three states and the District of Columbia have decided to accept the expansion, which is fully financed by Washington for the first three years and phases down gradually to a 90 percent federal share.
Among those are six states led by Republican governors. But the majority of low-income Americans newly eligible for Medicaid under the law live in states such as Texas, Florida and Georgia, where political opposition remains formidable.
"Because of the Supreme Court's decision making Medicaid expansion optional with the states, we're going to see some pretty significant differences in this country from one place to another in terms of access to health care and access to health insurance," said Gary Cohen, the Health and Human Services official overseeing the rollout of the law.
Speaking this past week at the Brookings Institution, Cohen added: "We are going to have an opportunity ... to take a look at that in a year and see what difference it made, the choices that were made at the political level to do one thing rather than another.
"And that's going to be a pretty profound difference and a pretty profound choice that we get to make every couple of years about what kind of country we want to be," Cohen continued.
Elections for state offices and Congress will be held next year.
Republican state lawmakers continue to oppose the expansion for several reasons. Many believe Medicaid has too many problems already. Others worry that Washington will renege on financing, and some believe health care is an individual responsibility, not a government obligation.
"It's an ideological principle piece to us on the conservative side," David Gowan, Arizona's Republican House majority leader said recently. "We don't believe in the expansion of Medicaid itself. ... We don't believe it's the government's duty to do that." Gov. Jan Brewer, also a Republican, succeeded in getting the Arizona Medicaid expansion through the Legislature but now faces the possibility of a referendum to block the law.
GOP health policy expert Gail Wilensky says she did not expect so many states to turn down the Medicaid expansion. While critical of some main features of the Affordable Care Act, Wilensky believes it's important for the country to get uninsured people covered.
"For me, it is really is quite surprising ? particularly in the years with 100 percent federal funding ? that so many states are saying 'no,'" Wilensky said. "This is depriving the poorest of their citizens of an important benefit." Wilensky ran Medicare and Medicaid during the George H.W. Bush administration.
The AP's continuing check of the states finds 18 not expanding and nine where the outcome is still undecided. The biggest states where the expansion is stymied are Texas, with 1.7 million potentially eligible residents; Florida, with 1.3 million, and Georgia, with more than 680,000.
Still trying to find a path forward are Michigan and Ohio, whose Republican governors support the expansion but face legislative opposition. Each has more than one-half million potentially eligible residents, according to the Urban Institute, a public policy research center.
Health and Human Services Secretary Kathleen Sebelius says she hopes that holdouts will have a change of heart.
"The door is open," said Sebelius. "If a legislature decides to reconvene at the beginning of January, and change their law, then we would welcome them in."
There is no deadline for states to decide. Next year states will have an opportunity in each calendar quarter, and if they later want to drop out they can do that.
Low-income residents of states refusing the expansion will be exempted from tax penalties for being uninsured. Those penalties also take effect next year, when virtually everyone in the country will be required to have health insurance.
Medicaid already covers more than 60 million people, including many elderly nursing home residents, severely disabled people of any age and many low-income children and their mothers.
An earlier Urban Institute analysis of the expansion found that less than $100 billion in state spending could trigger nearly $1 trillion in federal dollars over a decade.
As originally designed, the expansion was supposed to cover households making up to 138 percent of the federal poverty level, about $15,860 for an individual or $32,500 for a family of four.
Under the law, Medicaid is the only coverage option for people below the poverty line, $11,490 for an individual, or $23,550 for a family of four. The poor cannot get subsidized private coverage in the new health insurance markets coming on line next year.
"This decision will have very real human costs for the adults who are going to remain uninsured and their families," said Genevieve Kenney, co-director of the Urban Institute's health policy center. "It seriously undermines the ability of the Affordable Care Act to substantially reduce the number of uninsured in this country, at least at the beginning."

Those found guilty of making offensive comments on Facebook or Twitter in the country of Grenada could be fined up to $37,000 or face three years in prison.
ST. GEORGE'S, Grenada ? Legislators in Grenada have approved a bill that makes it a crime to offend people through websites such as Facebook and Twitter.
The measure was approved as part of an electronic crimes bill passed late Friday in the tiny eastern Caribbean island. The same bill also imposes penalties on other online activities including electronic stalking and identity theft.
"We have problems when some use the technology to engage in mischief," said Legal Affairs Minister Elvin Nimrod. "We have to put structures in place to ensure that persons and, in some cases, companies and characters are not tarnished."
According to the bill, which is the first of its kind in the Caribbean, complaints about offensive comments would be filed with police. A judge would then decide if the message was offensive.
Those found guilty could be fined up to $37,000 or face three years in prison.
"A person will be able to take that evidence of the posting and use it as evidence in the court," Nimrod said. "People have to act responsibly to others."
The bill also makes it a crime to distribute child pornography, imposing fines of up to $111,000 and a maximum prison sentence of 20 years.

[Update: Xcode 5 beta 2 released as well] Apple has begun seeding a second beta of iOS 7 to developers. Because the release is so new, any feature additions or removals have yet to be discovered. The software should, however, concentrate mainly on improving the speed and stability of iOS 7, which only emerged in beta form two weeks ago, at WWDC 2013.
iOS 7 represents a major reworking of Apple's mobile operating system, including a new aesthetic focusing on "flat" icons and translucent layers. Several new features have been incorporated, such as AirDrop filesharing, iTunes Radio, and the Control Center, while others have been improved. Siri for example has gained new voices and commands, and Apple is deepening car integration beyond just hands-free use.
Update: In addition to the iOS 7 second beta, Apple has updated its beta of its software development kit Xcode 5 to beta 2 as well. The unreleased Xcode version is intended to maintain compatibility with the OS X 10.9 and iOS 7 betas, and can only be downloaded from the Mac App Store through a developer account.

JERUSALEM (AP) ? U.S. Secretary of State John Kerry held talks with Palestinian President Mahmoud Abbas on Saturday for the second time in two days, continuing his rushed round of shuttle diplomacy to restart talks between Israel and the Palestinians.
Kerry is shuttling between meetings in Jerusalem and Amman, Jordan, to find a way to coax both sides back into negotiations to craft a two-state solution to their long-running conflict.
U.S., Israeli and Palestinian officials have all declined to disclose details of the talks. "Working hard," is all Kerry would say when a reporter asked him, during a photo-op before the Abbas meeting, whether progress was being made.
For the past three days, Kerry, who is on a two-week swing through the Mideast and Asia, has been conducting meetings with Israeli and Palestinian officials at a frenetic pace. A few days ago, Kerry added a stop in Abu Dhabi to his itinerary, but it was later canceled because of his ongoing discussions on the Mideast peace process.
He had a four-hour dinner meeting with Israeli Prime Minister Benjamin Netanyahu Thursday night in Jerusalem followed by a more than two-hour lunch with Abbas on Friday in Amman at the home of the Palestinian ambassador to Jordan. Then it was back to Jerusalem for another meeting with Netanyahu and dinner with Israeli President Shimon Peres.
On Saturday morning, he boarded a helicopter to fly back to Amman to meet again with Abbas, this time at the Palestinian president's residence there. Later Saturday, he was to return to Jerusalem to meet with Tzipi Livni, Israel's chief negotiator with the Palestinians, and Isaac Molho, a Netanyahu envoy.
Kerry is scheduled to leave Jerusalem on Sunday to head to Brunei for a Southeast Asia security conference.
There is deep skepticism that Kerry can get the two sides to agree on a two-state solution, something that has eluded presidents and diplomats for years. But the flurry of meetings has heightened expectations that the two sides can be convinced to at least restart talks, which broke down in 2008.
So far, there have been no public signs that the two sides are narrowing their differences.
In the past, Abbas has said he won't negotiate unless Israel stops building settlements on war-won lands or accepts its 1967 lines ? before the capture of the West Bank, Gaza Strip and east Jerusalem in a Mideast war that year ? as a starting point for border talks. The Palestinians claim all three areas for their future state.
Netanyahu has rejected the Palestinian demands, saying there should be no pre-conditions for talks.
Abbas made significant progress with Netanyahu's predecessor, Ehud Olmert, in talks in 2007 and 2008, but believes there is little point in negotiating with the current Israeli leader.
Netanyahu has adopted much tougher starting positions than Olmert, refusing to recognize Israel's pre-1967 frontier as a baseline for border talks and saying east Jerusalem, the Palestinians' hoped-for capital, is off the table. Abbas and his aides suspect Netanyahu wants to resume talks for the sake of negotiating and creating a diplomatic shield for Israel, not in order to reach an agreement.
Abbas, in turn, has much to lose domestically if he drops his demands that Netanyahu either freeze settlement building or recognize the 1967 frontier as a starting point before talks can resume. Netanyahu has rejected both demands. A majority of Palestinians, disappointed after 20 years of fruitless negotiations with Israel, opposes a return to talks on Netanyahu's terms.
